面對新起點(dian)、新征程、新任務,兗州煤業物資供應中心認真貫徹落(luo)實(shi)能(neng)源集(ji)團、兗州煤業督(du)察(cha)辦公室(shi)工(gong)作(zuo)(zuo)(zuo)指示要求,堅持把督(du)察(cha)督(du)辦工(gong)作(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)為促執行、保落(luo)實(shi)、轉作(zuo)(zuo)(zuo)風、提(ti)效(xiao)率的重要舉措,進一(yi)步提(ti)升工(gong)作(zuo)(zuo)(zuo)境界(jie),完善(shan)工(gong)作(zuo)(zuo)(zuo)機制,強化考核問責,使督(du)察(cha)督(du)辦工(gong)作(zuo)(zuo)(zuo)在推動公司重點(dian)工(gong)作(zuo)(zuo)(zuo)落(luo)實(shi)和中心高(gao)質量發展大局中發揮更(geng)大作(zuo)(zuo)(zuo)用。

提高站位,提升境界識督察。思(si)想(xiang)是(shi)行動(dong)(dong)的(de)先(xian)導(dao),認(ren)識是(shi)行動(dong)(dong)的(de)動(dong)(dong)力(li)。今年(nian)以(yi)(yi)來(lai),兗(yan)州煤業(ye)物資供應中心多次召(zhao)開(kai)由(you)主(zhu)要(yao)領導(dao)主(zhu)持的(de)督察(cha)工(gong)(gong)作(zuo)會議,深入學習(xi)(xi)領會習(xi)(xi)近平(ping)總書(shu)記關(guan)(guan)于(yu)督察(cha)工(gong)(gong)作(zuo)的(de)重要(yao)講(jiang)話(hua)(hua)(hua)論述、能源集團主(zhu)要(yao)領導(dao)的(de)重要(yao)講(jiang)話(hua)(hua)(hua)精(jing)神以(yi)(yi)及山東能源服(fu)務(wu)型機關(guan)(guan)和督察(cha)工(gong)(gong)作(zuo)會議精(jing)神,切(qie)實增(zeng)強(qiang)“一分(fen)部(bu)署、九分(fen)落實”意(yi)識和“沒(mei)(mei)有(you)(you)督察(cha)就沒(mei)(mei)有(you)(you)落實、沒(mei)(mei)有(you)(you)督察(cha)就沒(mei)(mei)有(you)(you)深化(hua)”“沒(mei)(mei)有(you)(you)執行,管理就是(shi)零;沒(mei)(mei)有(you)(you)落實、一切(qie)都是(shi)空談”的(de)認(ren)識,把督察(cha)督辦作(zuo)為促執行、保(bao)落實、轉作(zuo)風、提質(zhi)量的(de)重要(yao)手(shou)段和舉措(cuo),寫入年(nian)度(du)經(jing)濟(ji)工(gong)(gong)作(zuo)指(zhi)導(dao)意(yi)見(jian)和中心領導(dao)工(gong)(gong)作(zuo)講(jiang)話(hua)(hua)(hua)之中,并且中心主(zhu)要(yao)領導(dao)經(jing)常(chang)在日(ri)常(chang)會議上強(qiang)調督察(cha)工(gong)(gong)作(zuo),態度(du)鮮(xian)明的(de)為督察(cha)部(bu)門(men)撐腰鼓(gu)勁,確保(bao)了“督”有(you)(you)權威。

分級負責,緊密聯動聚力量。根據中(zhong)心(xin)督(du)(du)(du)察(cha)辦(ban)(ban)公室人員相(xiang)(xiang)對不足的(de)情況(kuang),著力發揮職能(neng)科(ke)室牽頭落(luo)(luo)實(shi)、分(fen)頭督(du)(du)(du)辦(ban)(ban)的(de)職能(neng)和(he)作(zuo)用,明確中(zhong)心(xin)督(du)(du)(du)察(cha)辦(ban)(ban)公室牽頭抓總(zong)、職能(neng)科(ke)室具體督(du)(du)(du)辦(ban)(ban)落(luo)(luo)實(shi)的(de)分(fen)級(ji)負責、逐級(ji)督(du)(du)(du)辦(ban)(ban)機制(zhi),以增強督(du)(du)(du)察(cha)督(du)(du)(du)辦(ban)(ban)工(gong)(gong)作(zuo)的(de)協同性(xing)和(he)實(shi)效性(xing)。今年以來(lai),圍繞下現場(chang)服務、應收(shou)和(he)未付賬款清理、儲備品種優(you)化、“三條生命線(xian)”物資組織等重點工(gong)(gong)作(zuo),牽頭職能(neng)科(ke)室動(dong)態跟(gen)蹤、督(du)(du)(du)導相(xiang)(xiang)關責任單位推(tui)進(jin)(jin)(jin)(jin)落(luo)(luo)實(shi)情況(kuang),督(du)(du)(du)察(cha)辦(ban)(ban)公室每周調(diao)度(du)(du)牽頭科(ke)室工(gong)(gong)作(zuo)進(jin)(jin)(jin)(jin)展情況(kuang),形成《每周督(du)(du)(du)察(cha)督(du)(du)(du)辦(ban)(ban)事項完成情況(kuang)報送表》報中(zhong)心(xin)領導審閱,使中(zhong)心(xin)領導實(shi)時(shi)掌握工(gong)(gong)作(zuo)進(jin)(jin)(jin)(jin)展情況(kuang),在每周調(diao)度(du)(du)會上更加(jia)精準的(de)進(jin)(jin)(jin)(jin)行(xing)工(gong)(gong)作(zuo)部署(shu)與安(an)(an)排,解(jie)決了中(zhong)心(xin)安(an)(an)排工(gong)(gong)作(zuo)“前重后輕”“石沉大(da)海”“有(you)(you)音無(wu)實(shi)”等情況(kuang),有(you)(you)力促進(jin)(jin)(jin)(jin)了工(gong)(gong)作(zuo)的(de)執行(xing)與落(luo)(luo)實(shi)。

健全機制,督考并重提質量。按照能源集團《督(du)(du)(du)促(cu)檢查實施辦法》、兗州煤(mei)業《督(du)(du)(du)察工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)實施辦法》,重(zhong)新修訂(ding)物供中心《督(du)(du)(du)察督(du)(du)(du)辦工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)實施細則》,細化(hua)任(ren)務(wu)分工(gong)(gong)(gong)(gong)、明(ming)確(que)職責(ze)(ze)關系,完善工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)機制,細化(hua)量(liang)化(hua)考核(he)標準(zhun)和追究問責(ze)(ze)項目,把督(du)(du)(du)察工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)過程(cheng)(cheng)作(zuo)(zuo)(zuo)(zuo)為動態考核(he)的工(gong)(gong)(gong)(gong)程(cheng)(cheng),根據工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)重(zhong)要程(cheng)(cheng)度(du)、材(cai)料報送效率、工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)完成(cheng)質量(liang)等(deng)合(he)理設置扣分分值,重(zhong)點加大對認(ren)領、承擔兩級(ji)公司重(zhong)點工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)項目的扣罰問責(ze)(ze)力(li)度(du),實行季(ji)度(du)考核(he)兌現,督(du)(du)(du)察考核(he)結(jie)果(guo)與科室(單位)季(ji)度(du)績(ji)效工(gong)(gong)(gong)(gong)資10%掛(gua)鉤(gou),做到“查”有(you)手段、“考”有(you)依據。

突出重點,嚴控過程求實效。對于公司下(xia)達的重點(dian)工(gong)作(zuo)(zuo)事項(xiang)(xiang),從工(gong)作(zuo)(zuo)認領、任務分(fen)解、進度(du)報送到辦結銷號,始終由主要(yao)(yao)領導親自安排部署、親自審閱把關(guan),避免了落(luo)實過(guo)程中(zhong)(zhong)出(chu)現上緊(jin)下(xia)送、敷(fu)衍應(ying)付(fu)等情況。著力(li)加強(qiang)過(guo)程管控,按照工(gong)作(zuo)(zuo)完成時(shi)限,分(fen)別采取日調(diao)(diao)度(du)、周調(diao)(diao)度(du)、月調(diao)(diao)度(du)以(yi)及書(shu)面調(diao)(diao)度(du)、電話(hua)調(diao)(diao)度(du)等不同(tong)方式,對于推進緩(huan)慢的及時(shi)予以(yi)督(du)(du)促、提醒,確保各(ge)項(xiang)(xiang)工(gong)作(zuo)(zuo)按照時(shi)間節點(dian)有(you)序(xu)完成。要(yao)(yao)求各(ge)級督(du)(du)察(cha)(cha)部門要(yao)(yao)對照能源(yuan)集團(tuan)督(du)(du)察(cha)(cha)辦公室下(xia)發的通報,以(yi)指出(chu)問題和工(gong)作(zuo)(zuo)要(yao)(yao)求為導向,該對標(biao)自檢、舉一反三,并積極學(xue)習借鑒兄弟(di)單(dan)位督(du)(du)察(cha)(cha)督(du)(du)辦工(gong)作(zuo)(zuo)經驗,不斷提高自身督(du)(du)察(cha)(cha)督(du)(du)辦工(gong)作(zuo)(zuo)質(zhi)量,努力(li)發揮(hui)督(du)(du)察(cha)(cha)督(du)(du)辦工(gong)作(zuo)(zuo)更大(da)作(zuo)(zuo)用。(兗(yan)州煤(mei)業物資(zi)供應(ying)中(zhong)(zhong)心督(du)(du)察(cha)(cha)辦)
