新礦集團:全面深入學習貫徹能源集團督察管理辦法

7月(yue)27日新礦集團組織召開督察半(ban)(ban)年工(gong)作會暨(ji)督察業務培訓會,督察辦(ban)公室主任(ren)帶頭(tou)組織學習山東(dong)能源集團有限公司《關于印發<督促檢查工(gong)作實施辦(ban)法(fa)>的通知》,并系(xi)統(tong)總結(jie)了督察工(gong)作上(shang)半(ban)(ban)年以來(lai)的開展情況(kuang),安排部署了下半(ban)(ban)年各項(xiang)工(gong)作任(ren)務,確保各項(xiang)重點工(gong)作強力(li)推進落實。

2021年上半年,新礦集(ji)團突出源(yuan)頭(tou)督(du)(du)察(cha)、聯(lian)責督(du)(du)察(cha)、節(jie)點(dian)督(du)(du)察(cha)、專項(xiang)督(du)(du)察(cha)四種形(xing)式(shi),從根源(yuan)性(xing)和實效(xiao)性(xing)兩方面確(que)保(bao)各項(xiang)工作健康有(you)序運(yun)行(xing)(xing)(xing)。一是(shi)(shi)對(dui)集(ji)團文(wen)件(jian)及執(zhi)行(xing)(xing)(xing)情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)(xing)源(yuan)頭(tou)督(du)(du)察(cha)。對(dui)文(wen)件(jian)執(zhi)行(xing)(xing)(xing)過(guo)程中相互矛盾、重(zhong)(zhong)(zhong)(zhong)復規定(ding)、只管制(zhi)定(ding)不(bu)(bu)管執(zhi)行(xing)(xing)(xing)、既是(shi)(shi)裁判員(yuan)又是(shi)(shi)運(yun)動員(yuan)、有(you)布(bu)置(zhi)無檢查、有(you)制(zhi)度(du)不(bu)(bu)執(zhi)行(xing)(xing)(xing)等問(wen)題(ti)情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)(xing)了明確(que)。累計排查文(wen)件(jian)412份(fen),發(fa)現問(wen)題(ti)72條,并對(dui)相關(guan)問(wen)題(ti)進(jin)(jin)行(xing)(xing)(xing)了閉環(huan)整改(gai)。二(er)是(shi)(shi)對(dui)培(pei)訓(xun)計劃開展情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)(xing)聯(lian)責督(du)(du)察(cha)。對(dui)培(pei)訓(xun)過(guo)程、培(pei)訓(xun)結(jie)果(guo)實施動態(tai)跟(gen)蹤,培(pei)訓(xun)效(xiao)果(guo)達不(bu)(bu)到標準(zhun),對(dui)培(pei)訓(xun)部門進(jin)(jin)行(xing)(xing)(xing)聯(lian)責考核,確(que)保(bao)取得預期(qi)效(xiao)果(guo)。三是(shi)(shi)對(dui)重(zhong)(zhong)(zhong)(zhong)點(dian)工作進(jin)(jin)行(xing)(xing)(xing)節(jie)點(dian)督(du)(du)察(cha)。每(mei)月(yue)對(dui)重(zhong)(zhong)(zhong)(zhong)點(dian)工作進(jin)(jin)行(xing)(xing)(xing)調度(du),凡是(shi)(shi)無充分(fen)(fen)客觀原(yuan)因(yin)制(zhi)約不(bu)(bu)能(neng)正常(chang)推進(jin)(jin)的(de)重(zhong)(zhong)(zhong)(zhong)點(dian)工作,要(yao)求(qiu)責任單位(wei)提(ti)交詳細原(yuan)因(yin)分(fen)(fen)析報告,理(li)由不(bu)(bu)充分(fen)(fen)的(de)予以問(wen)責考核,共下發(fa)督(du)(du)察(cha)通報13份(fen),罰款15600元。四是(shi)(shi)突出對(dui)歷史(shi)遺留問(wen)題(ti)進(jin)(jin)行(xing)(xing)(xing)專項(xiang)督(du)(du)察(cha)。對(dui)前期(qi)遺留的(de)57項(xiang)集(ji)團公司安(an)排重(zhong)(zhong)(zhong)(zhong)要(yao)工作進(jin)(jin)行(xing)(xing)(xing)重(zhong)(zhong)(zhong)(zhong)點(dian)督(du)(du)辦跟(gen)蹤,實施旬(xun)調度(du)、月(yue)考核,確(que)保(bao)57項(xiang)重(zhong)(zhong)(zhong)(zhong)要(yao)工作按期(qi)完(wan)成。

關于下(xia)(xia)半(ban)年工(gong)作(zuo),新礦集團(tuan)將深入貫徹能源集團(tuan)督察(cha)管理辦法(fa),一是(shi)全(quan)(quan)(quan)(quan)面加(jia)強(qiang)制(zhi)(zhi)度(du)(du)建設。對現有制(zhi)(zhi)度(du)(du)進(jin)行(xing)(xing)豐富完善(shan),特(te)別是(shi)工(gong)作(zuo)標準、方(fang)式方(fang)法(fa)進(jin)行(xing)(xing)全(quan)(quan)(quan)(quan)面借鑒,同時根據日常督察(cha)中發(fa)現的問題進(jin)行(xing)(xing)補(bu)充完善(shan)。二是(shi)全(quan)(quan)(quan)(quan)面推進(jin)管理升級(ji)。對制(zhi)(zhi)度(du)(du)運(yun)行(xing)(xing)情況(kuang)(kuang)進(jin)行(xing)(xing)全(quan)(quan)(quan)(quan)面體檢,有力解決空頭文件(jian)等問題,保證(zheng)制(zhi)(zhi)度(du)(du)落(luo)實(shi)下(xia)(xia)去、執行(xing)(xing)下(xia)(xia)去,促(cu)進(jin)企業管理升級(ji)。三是(shi)全(quan)(quan)(quan)(quan)面對標提(ti)升。定時組(zu)(zu)織召開工(gong)作(zuo)總結視(shi)頻會(hui)議,對督察(cha)工(gong)作(zuo)開展情況(kuang)(kuang)進(jin)行(xing)(xing)評價(jia)和獎罰(fa),由先(xian)進(jin)單位(wei)進(jin)行(xing)(xing)經驗(yan)介紹,組(zu)(zu)織專業人員(yuan)現場(chang)學習交流(liu),全(quan)(quan)(quan)(quan)面提(ti)升集團(tuan)整體督察(cha)工(gong)作(zuo)水(shui)平。(新礦集團(tuan)督察(cha)辦)
